Bacolod City Council extends garbage hauler contract

THE Bacolod City Government will extend the services of garbage hauler IPM-Construction and Development Corporation (IPM-CDC).

The City Council ratified the letter of agreement between the City Government with the conformity of IPM-CDC on the two-month extension of the contract of services on solid waste garbage collection, hauling, and disposal, as well as a two-month extension for the maintenance and operation of the sanitary landfill in Barangay Felisa.

Councilor Caesar Distrito, chairperson of the City Council committee on laws, said on Tuesday, December 11, the extension of contract from January to February 2019 was approved during the regular session on Monday, December 10.

Those who voted in favor of the agreement were Councilors Distrito, Ann

Marie Palermo, Dindo Ramos, Cindy Rojas, Bartolome Orola, Lady Gles Gonzales, Ayesha Villaflor, Renecito Novero, Em Ang, Sonya Verdeflor, Wilson Gamboa Jr., and Elmer Sy.

Councilors Ricardo Tan and Claudio Puentevella objected the move.

“It’s only two months extension because based on the contract, the City

can extend the agreement for purposes of continued delivery of services good for at least four months, but we only avail two months because we can also hold a bidding,” Distrito said.

He said the extension was approved on the ground that it is allowed under the Procurement Law, and it is highly infeasible and legally impossible to conduct before the year ends because they cannot start the bidding unless they cannot make the appropriation which was only approved last week.

The IPM-CDC’s contract will end on December 31.

At present, the City Government is paying P14.858 million per month for garbage hauling and collection services, and P7.998 million per month for the management and operation of the landfill. (MAP)
