Residents raise concerns over condo project

RESIDENTS of Salud Mitra barangay are asking city officials to intervene in the ongoing Marcons construction project.

In a letter sent to the Baguio City Hall, residents of the barangay demanded that no permits be issued to Marcons Construction Incorporated without prior consultation with barangay residents.

“We write to bring to your attention our strong protest and objection against the mixed use condominium building being constructed by Marcons Construction Incorporated in our barangay and the fact that the corporation is seeking the approval of the city to add four floors on top of the previously approved 12 – floor building,” the letter stated.

Residents said concerns on water, sewage, traffic, solid waste disposal and the effect of the building to the nearby creek need to be clarified.

A consultation was held in November headed by Councilor Edgar Avila, who heads the committee on infrastructure, but residents said only five members of the barangay were present in the meeting and most residents were not notified about the gathering.

Another meeting is being scheduled but dates have yet to be announced.

Months ago, both City Buildings and Architecture Office (CBAO) head Nazita Banez and City Planning and Development Officer chief Evelyn Cayat thumbed down plans by Mariano Garcia of Marcons Construction Incorporated to expand present construction to 16 – storey saying it is against the city environment code as well as the new zoning ordinance.

Marcons currently holds permits for the construction of an 11–story structure, including a five-story parking area, which has irked residents of the surrounding Upper General Luna – Leonard Wood - Salud Mitra areas because of noise, ground shaking, road damage and cracks to their properties.

Mariano Garcia with the company spokesman, John Garcia, faced the city council with residents and barangay officials of Salud Mitra present to air their concerns and fears.

Residents have aired concerns on the extent of the road damage and feared for the non-repair and further expansion with residents attesting to cracks to their property since the construction started.

The company appeared before the council upon the summons of Avila after complaints from residents flooded his office.

Avila noted many complaints against Marcons surrounding its construction site endangering not only the lives and properties of adjoining community but also destroying the adjoining roads in front of the property.
