DOLE Central Luzon cited for HR practices

THE Department of Labor and Employment Central Luzon regional office (DOLE-3) was recently recognized for its human recruitment, selection, and placement practices by the Civil Service Commission (CSC).

DOLE-3 Director Zenaida Angara-Campita reported the good news to Labor Secretary Silvestre Bello III that the regional labor office received the CSC’s Prime-HRM award.

“Prime-HRM stands for Program to Institutionalize Meritocracy and Excellence in Human Resource Management. It aims to elevate public sector human resource management to a level of excellence through the assessment, assistance, and awarding processes of HRM Systems, Practices, and Competencies using HRM maturity level indicators that are par with global HRM standards,” Campita said.

The regional labor office obtained the Maturity Level 2 (Process Defined), in the Recruitment, Selection and Placement (RSP), a core HR Area of the Prime-HRM.

Aside from this, the office has a Promotion Selection Board (PSB) that performs additional functions to address specific RSP needs, particularly in formulating criteria, guidelines, and tools.

In practice, the PSB and managers/supervisors can describe/explain the functions of the Board and how it evaluates candidates to ensure selection of qualified candidates.

Furthermore, the regional labor office uses a computer-based system to maintain its RSP data and documents and is being maintained by its in-house Information Technology personnel.

Lastly, the office maintains documentation and records on RSP process Flow, System Review data on RSP efficiency, and System Implementation that are likewise enrolled under its ISO-processes. (PR)
