Iloilo mayor appoints new water district director

ILOILO Mayor Jose Espinosa III appointed Felix Tiu, of the Philippine Chamber of Commerce and the vice chairperson of Iloilo City Trade and Investment Board, as the new director of Metro Iloilo Water District (MIWD).

“Siya ang aton head di sang business advisory council sang tiyempo ni Mayor Jed (Mabilog). Subong, assistant advisory siya sang aton nga promotions board (he is the head of our business advisory council under Mayor Jed’s administration. Now, he is the assistant advisory of our promotions board),” Espinosa said.

Tiu will succeed the position currently held by Josephine Abad Caram.

Previously, Espinosa asserted his authority to appoint the MIWD board of directors wherein he cited Presidential Decree (PD) 198 also known as the Provincial Water Utilities Act of 1973.

The Section 3(b) of PD 198 states that more than 75 percent of the total active water service connections of a local water district are within the boundary of any city or municipality, the appointing authority shall be the mayor, otherwise, if the number of concessionaires is lower than 75 percent, the appointing authority shall be the governor of the province within which the district is located.

Iloilo Governor Arthur Defensor Sr. has the appointing authority however, Espinosa said that it should be the city as cited by the law.
