NEGROS Occidental Second District Board Member Salvador Escalante Jr. confirmed on Thursday, December 27, that Dynamic Builders Inc. was the lone bidder for the construction of the P900 million new Provincial Administration Center (PAC) building.
The bidding was conducted on Thursday.
Escalante said that since the project is design and build, Dynamic Builders will have to present first its design and if the province is contented with their design, that's the time its financial capacity will be opened.
“We will see its design and specifications and if it satisfies us then we will open their financial capacity,” Escalante said.
Dynamic Builders was also unopposed in a Swiss challenge for its P1.7 billion unsolicited proposal to build a mixed-use building for the area where the old PAC building is located.
“If they pass the Capitol scrutiny for the construction of the new PAC building, it would be twin major projects for the company on Capitol properties,” Escalante added.
The P900 million new PAC building is part of the P1.2 billion loan agreement of the province with the Land Bank of the Philippines which was already approved by the Provincial Board.
The new PAC will stand in a 16,000 square meter lot in front of the National Bureau of Investigation-Bacolod building.
“The cost of the building is P624 million and the remaining P276 million will go to the furniture and fixtures, generator, and four elevators being a six-storey building,” Escalante said.
