CAGAYAN de Oro City Mayor Oscar Moreno is set to issue an executive order to reenact the 2018 budget as the City Hall awaits the approval of the P6.5 billion 2019 budget pending at the City Council.
According to City Administrator Teddy Sabuga-a, the reenactment of budget means all infrastructure projects of the City Government are automatically put on hold.
Sabuga-a said the city will prioritize the salaries and wages of the City Hall employees.
"Well, the pending approval of budget is inconvenient in a sense that we cannot implement immediately our projects but we understand the process. We understand that the City Council wants to scrutinize our proposal, exactly because they are not a rubber stamp city council," he said.
The City Council however passed the P8 billion Annual Investment Plan (AIP) in December last year. The AIP is a prerequisite to the approval of the budget.
According to the City Council office, the AIP consists of programs, activities, and projects and all regular operational expenditure of the city for 2019.
Under the AIP, P3.3 billion of 41.25 percent will be utilized for the Economic Development Services, P2.8 billion of 35 percent for Social Development Services, and P1.9 billion or 23.75 percent for General Public Services.
