EXECUTIVE order No, 105 Series of 2018 of Mabalacat City Mayor Crisostomo Garbo aimed to provide the grant of an efficiency and achievement incentive (EAI).
In its premises/whereases, it stated that the human resources are the local government units’ (LGU's) most important asset which play a vital role in performing the essential task of delivering quality public service.
It also cited, by way of reference, pertinent provisions of the Local Government Code (RA 7160) as institutionalizing autonomy at the local levels of government to justify not only the legislative enabling acts of the same but also its administrative and organizational reforms.
It stated further that the vision of the City to be the region's premier commercial-industrial hub is gradually, and consistently, being realized as proved by the conferment of various awards and recognition due to the concerted efforts, hard work and enlightened direction of the city government employees.
It summed up the awards and recognition received by the City Government of Mabalacat as of December 7, 2018 as follows:
- 2015-2018 Seal of Good Local Governance
- Masidhing Paghanga Award for being consistent SGLG passer and
recipient of PCF grant for at least 3 consecutive years by the DILG
- Certificate of Anti-Corruption Integrity (by Anti-Corruption Civil
Movement General Federation)
- 2017 Best PESO Regional and National Awardee
- Plaque of Recognition for being consistent recipient of Performance
Challenge Fund incentive for 4 consecutive years by the DILG
- National Quality Corn Achievers Award by the Department of
Agriculture
- Cities and Municipalities Competitive Index by the DTI (1st
place, Most Improved LGU Component City)
- National Awardee-Consistent Regional Outstanding Winner in
Nutrition (CROWN) by the Regional Nutrition Committee of Central
Luzon
- DTI Central Luzon Regional Award (10th place, Component
Cities-Infrastructure), 1st place, Most Improved LGU (Component
Cities)
- Certified ISO 9001-2015 by the Anglo-Japanese American Registrars
Inc.
The latter distinction was achieved by the City Planning and Development
Council, headed by Rosan S. Paquia, also concurrent City Administrator,
who urged the other departments of the city to excel and be certified
as ISO qualifiers.
Rosan said the ISO certificate manifests the office's global standard and
its readiness to compete in the region and in the whole world.
