4 barangays fail to join business one-stop shop

BACOLOD City Executive Assistant Samuel Montoyo said the erring barangay officials who failed to join the Business One-Stop-Shop at the Bacolod Government Center will be charged for disobedience or refusing the lawful order.

Montoyo, member of Anti-Red Tape core team, said on Monday, January 7, he will submit his recommendation to the Arta core team led by City Administrator John Orola on what to do with the erring barangay officials.

Of the 61 villages, Barangays 10, 24, 36 and 39 failed to send their representatives to the activity.

The Boss, which includes representatives from the City Health Office, Bureau of Fire Protection, Office of the Building Official, Environment and Natural Resources Office, and the barangays, started on January 3 and will run until January 20.

The Boss aims to provide convenience and accessibility to the taxpayers.

Montoyo said it’s the responsibility of the barangay officials to comply with the Republic Act 11032 (RA) or an Act promoting ease of doing business and efficient delivery of government services, amending for the purpose of RA 9484 or the Anti-Red Tape Act of 2007.

“All of them were already reminded to participate the Boss for the convenience of our taxpayers,” he added.

Montoyo said they will file the complaints against the erring barangay officials to the Regional Trial Court, Office of the Ombudsman or Civil Service Commission and to furnish the report to the Office of President Rodrigo Duterte and Department of the Interior and Local Government.

“It’s our position to give a lesson to our erring barangay officials, regardless of their political affiliation. This is beyond politics because this is about revenue generation, which is covered by the law, politics is politics,” Montoyo said.

He said it’s the order of Duterte that the local government units should promote ease of doing business and efficient delivery of government services.

Licensing Officer Stela Rose Rayos said as of January 7, they registered a total of 3,400 business establishments and they already released a total of 138 business permits.

She said the taxpayers who can pay in full from January 3 to 20 can avail of a 10 percent discount.

“If they fail to renew their business permit by January 20 and the Boss is not extended, the taxpayers will be charged 25 percent surcharge,” she added.

Rayos disclosed that the standard steps in processing the business permits have been reduced to only three from the previous five for the convenience of the business owners.

“For those who have 2018 business permit can go directly to their respective barangays for clearances and no need to secure an application form in our office. Only the new business permit application will secure a form,” she said.
