Duterte floats 'kidnapping, torture' of state auditors

PRESIDENT Rodrigo Duterte on Tuesday, January 8, took another jab at the Commission on Audit (COA) for making it difficult for government offices to deliver basic services in a prompt manner.

In a speech in Pasay City, Duterte said it would be better to "kidnap" and "torture" state auditors since it was undeniable that something is "wrong" with them.

"Isang bagay lang. Matagal ako sa gobyerno, yung mga, mag ano ka sa, yung bureacracy, yung chief of office utusan mo, mag-debate pa sa iyo, mas marunong pa sa iyo, 'Sir hindi pwede yan, kasi Civil Service, sasabihin ng COA,'" Duterte said.

(Here's a thing. I'm a public servant for a long time. When you order a chief of office, he will engage you in a debate and act ad if he knows everything better than you. He will tell you, "Sir, it cannot be done becausd COA will say.")

"Ah, p***** i**** COA yan, letse. 'Yung COA, every time, may mali talaga. Ano ba itong COA na ito? Mag-kidnap tayo ng taga-COA, lagay natin dito, torture natin dito. T**** i*** (Son of a b**** these COA personnel. There's something wrong with COA. Let's kidnap one of them, put them somewhere and torture them)," he added, drawing laughter from the audience.

Duterte slammed the COA in September last year for not allowing cash advances for the purchase of building materials intended for disaster victims.

Also last year, he ordered local government officials to defy COA circulars to ensure immediate delivery of services, especially in times of dsaster.

Duterte, in his latest speech, reiterated that COA should not impede the performance of government offices.

"Puro 'yan pahirapan. Iyan ang ayaw ko, ang pahirapan (They experience difficulty because of COA. That's what I hate, to let government offices suffer). You resolve the meaning of the words, in favor of each implementation," the President said. (SunStar Philippines)
