Cebu City to buy P232.5M worth of garbage trucks

THREE companies are interested to join the bidding for 21 garbage compactor trucks that the Cebu City Government plans to buy.

These are Hino Motors, RDAK Transport Equipment Inc. and Hyundai.

Ronald Malacora, the Department of General Services (DGS) head, said the contract amounted to P232.5 million.

The bids and awards committee chairman said the bidding would be held at 9 a.m. on Jan. 22 at the Cebu City Hall.

Opposition Councilor Raymond Garcia of Partido Barug, however, believed the contract would be awarded to a colleague, referring to Kasambagan Barangay Captain Franklyn Ong, the Association of Barangay Councils president and ex-officio member of the City Council.

“Tan-aw nako ila nang gi-corner ang kontrata nga sila na gyud ang modaog ug ila gihapon nang grupo kay kahibawo naman ang tawo nga ang tag-iya anang kompaniya nga ni-bid puro mana kang Franklyn Ong, public knowledge naman na tanan (It looks like he and his group have already cornered the contract because the public knows the owner of the companies that placed the bids is Franklyn Ong),” said Garcia on the three companies that participated in the pre-bidding conference on Tuesday, Jan. 8.

Of the 21 garbage compactor trucks, 12 are six-wheelers with a minimum gross weight of 10,400 kilos, worth P120 million. The other nine six-wheeler trucks are bigger and weigh 16,000 kilos, worth P112.5 million.

Malacora said the 12 trucks would service places with small interior roads, while the other nine would be used to collect garbage along the national highway.

The nine big trucks would also dispose of the garbage at the new landfill, which would be determined by another bidding in February.

Malacora said the transfer station in Barangay Inayawan would serve as the temporary dumping site since small trucks could not make the long trip.

Landfill operators who want to participate in the bidding must have an environmental compliance certificate. Their landfill must also be able to accommodate an estimated 700 tons of garbage per day.

Malacora said the pre-bidding would take place at 9 a.m. on Wednesday, Jan. 9.

The DGS wants the 21 garbage compactor trucks to be delivered before June, or after the contract of Geo Transport and Jomara expires.

Since Mayor Tomas Osmeña assumed office in 2016, the City had been renting heavy equipment to collect garbage.

Last year, the City spent P400 million in truck rentals. Malacora said they could save money with the 21 trucks’ purchase.

Garcia, though, believed that the contract was a done deal, and that it would go to Ong.

“Nahibawo man tang tanan nga ang paborito nga supplier ni Tomas kana gyud si Franklyn Ong kay mao manay iyang number one donor or funder sa iyang eleksyon. If that is his way of repaying Franklyn Ong unya karon eleksyon man ug kinahanglan man sila nga mag fund raising so gi-corner na sad tanan sa kompaniya ni Franklyn Ong (Everybody knows that Ong is Tomas’s favorite supplier because Ong is his number one donor and funder during the elections. If that is his way of repaying Ong and since the elections are also approaching and they need to raise funds so Ong’s companies cornered the contract),” he said.
