Kennon opens for Panagbenga

MEMBERS of the Cordilllera Regional Disaster Risk Reduction and Management Council (CDRRMC) signed a memorandum of understanding, paving the way for the opening to the public of Kennon Road for a limited time only.

Retired Commodore Albert Mogol, CDRRMC chairman and Office of the Civil Defense Cordillera regional director, said the decision to temporarily open Kennon Road for light vehicles weighing five tons and below is in preparation for the expected heavy influx of visitors coming up to Baguio for the Baguio Flower Festival and the Philippine Military Academy Alumni Homecoming in February this year.

“The decision to open was done through a memorandum of understanding by members Task Force Kennon Road which gives administration and regulation of access along Kennon Road within the jurisdiction and area of responsibility of various government agencies,” Mogol said.

The MOU aims to provide a framework of cooperation among member agencies which aim to provide a safe and efficient movement of road users along Kennon Road through a well-coordinated administration and regulation of access and incident management activities.

“Kennon Road’s opening will only be good from February 14 until the first week of March, when the grand street and float parade would have been finished then, the road will again revert back to serve only the residents of Kennon Road. But still, our priority is still the safety of the residents and the commuting public,” Mogol added.

The Municipal Council of Tuba, Benguet, through Resolution 189-2018 dated November 15, 2018, requested the Department of a Public Works and Highways (DPWH) Cordillera to temporarily open Kennon Road for the benefit of the residents of Camps 4, 3 and 1, Twin Peaks, Tabaan Sur and Ansagan only.

The closure of the road had adversely affected the lives, business and livelihood of the residents in the six barangays along Kennon Road.

The Regional Development Council (RDC) Cordillera proposed that regulated access be given to the residents only along the said historic road.

“Once the activities in the city will be finished, Kennon Road will again be closed to the public but opened for residents only. If there would be a need to reopen the road, we will again have to make a new assessment so as to ensure its viability for public use,” Mogol added.

Kennon Road was closed after a DPWH inspection team composed of geologists and engineering experts made the recommendation to avert accidents that may occur during inclement weather.
