Salus populi est suprema lex


THE welfare of the people is supreme law. It takes precedence over other matters of governance.

With this call, the local chief executive of Mabalacat City urged the members of the City Council to act already on pending legislations affecting city employees and residents.

Mayor Crisostomo C. Garbo, who has been engaged in a tug-of-war with the members of the SP over budget issues, urged the latter to set aside personal motives and political agenda and forthwith act on pending budget issues for the good of many of the residents and employees.

It may be recalled that such adamant stance of the SP to act on pending budget issues, has resulted in non-payment of the salaries of the job order contract holders of the city government and the discontinuance of benefits to residents: medical, burial and financial assistance, Such inaction has caused embarrassment not only to the city mayor but to the city as a whole.

Pray, tell, why have all these things happened when, at the start of the Garbo administration, everything was in order?


As a result of this confusion, charges have been filed at the Ombudsman versus the city mayor, the City Accountant, the acting budget officer, the acting treasurer and the human resources management head.

If the Sandiganbayan finds merit in the charges, if would then order the preventive suspension of these individuals which will cause a disarray, if not disruption, of the smooth operations of the city government.

Talking about the city accountant, lawyer Aileen C. Rigor, she has shown her flexibility in the Monday flag ceremony where her office led the flag raising ceremonies.

In the presentation of the accounting staff, a dance number done to the beat of a 70s ditty, A kiss A kiss me in the morning she showed her dexterity to dance and adaptability to blend with her staff.

She previously made a talk in which she pleaded for support and understanding of her office's efforts to set the records straight and in order as she and her team inherited a topsy-turvey system from the previous administration.

She was an effective and persuasive speaker, no doubt about that!
