ANG House committee on justice nga gipangulohan ni Oriental Mindoro Representative Doy Leachon niaprobar sa balaudnon nga nagpamubos sa edad sa criminal liability gikan sa 15 ngadto sa 9 anyos.
Ang balaudnon nga giaprobahan sa Lunes, Enero 21, mipuli sa House Bills 2, 505, 935, 1609, 2009 ug 3973, kun “An Act Amending Certain Provisions of RA (Republic Act) 9344 o sa Juvenile Justice and Welfare Act (JJWA) of 2006,” ug House Bill 3973, “An Act Lowering the Minimum Age of Criminal Responsibility (MACR) Amending RA 9344.”
Si Capiz Representative Fredenil Castro maoy nihimo og motion aron uyonan ang substitute bill.
Si Gabriela Representative Arlene Brosas nisupak sa motion ni Castro apan ang committee nibaliwala sa iyang objection.
Nitumbok sa House rules, si Leachon niingon nga si Brosas di makaapil sa pagbotar kay siya sakop sa justice committee.
Atol sa hearing, si Leachon niingon nga ang mga bata nga 9 anyos paibabaw nga naay mga kalapasan sa balaud di bilangguon.
“Let it be understood that with the present bill, we are not putting these children in jail but in reformative institutions to correct their ways and bring them back to the community,” siya niingon.
