Comelec to coordinate with DENR, Ceneco on campaign tarpaulins

THE Commission on Elections (Comelec) in Bacolod City will coordinate with the Department of Environment and Natural Resources (DENR) and Central Negros Electric Cooperative (Ceneco) to remove the tarpaulins of the local candidates that were hanged on electrical posts and trees in the city.

Election Registrar Mavil Majarucon-Sia said Monday, January 21, the directive came from Commissioner Ma. Rowena Guanzon during her visit here last week.

She said Guanzon observed that several posters of the local candidates were hanged on electrical posts and trees, which is a violation of Ceneco and DENR laws.

“At present, the Comelec has no authority over them because the campaign period for the local candidates will start on March 29 so they do not have a violation on the Comelec, however, they have a violation on DENR and Ceneco since their tarpaulins were posted on trees and electrical posts,” she added.

Majarucon-Sia said it’s up to the DENR and Ceneco to file complaints against the candidates who failed to remove their tarpaulins.

“We are trying to solicit a favor from them to avoid complaints. They should remove their tarpaulins that were posted on trees and electrical posts. I hope they will just to follow and set as an example to their followers,” Majarucon-Sia said.

She said it’s also the obligation of the Permits and Licensing Division to monitor the posting of tarpaulins because it’s also covered by a permit and it’s additional revenue to the city government.

“Posting the tarpaulins needs a permit from the city government so we should abide it and pay the fees,” she added.

Meanwhile, Majarucon-Sia said they were also directed to reach out to the coordinators of the national candidates to remove their oversize tarpaulins considering that the national campaign period will start on February 12.

She said the campaign materials should not exceed two feet by three feet.

“All candidates should be mindful of the start of the campaign period and remove all their oversize tarpaulins including those posted in undesignated areas, otherwise, they will be violating the campaign rules,” she added.

Comelec already identified the designated poster areas in various barangays.
