3 Negros Occidental coops increase power rates for January

THREE electric cooperatives in Negros Occidental reported an increase in their respective power rates for January.

The Central Negros Electric Cooperative, catering to the largest number of consumers in the province, from cities of Bacolod, Bago, Talisay, and Silay and towns of Murcia and Salvador Benedicto, announced an increase of P0.1717 per kilowatt hour (kWh).

From the previous month’s rate of P11.1810 per kWh, it went up to P11.3527 per kWh this January.

The power distribution, in an advisory, said the rate is comprised of pass-through charges including generation and transmission charges, Energy Regulatory Commission (Ceneco)- approved adjustments, government subsidies, and taxes.

These account for 89.55 percent or equivalent to P10.1661 per kWh of the total electricity bill.

Of the total pass-through charges, bulk represents the generation, transmission, and systems loss charges amounting to P8.1326 per kWh or 71.636 percent.

The other 10.45 percent, or P1.1866 per kWh, goes for Ceneco’s distribution, supply, metering, and Reinvestment Fund for Sustainable Capital Expenditures for its administrative and operational services.

“In monitoring the monthly electricity usage, consumers are advised to look at their kilowatt-hour consumption instead of the amount as it may vary depending on the pass-through charges,” it said, adding that they continue urging electricity consumers to conserve energy to avoid paying high electricity bills.

For Negros Occidental Electric Cooperative (Noceco), catering to areas in the southern portion of the province, from Pulupandan to Hinoba-an, its January rate increased by almost P0.19 per kWh.

From P10.2394 per kWh in December last year, it went up to P10.4275 per kWh this month.

Noceco general manager Jonas Discaya, in an advisory, said the main driver of the higher electricity rate is the P0.1296 per kWh increase in the generation charge.

It moved from P5.0359 to P5.1655 per kWh.

Discaya said the systems loss and subsidy rates registered an increase of P0.0404 per kWh and P0.0094 per kWh, respectively. The value-added tax charges also increased by P0.0518 per kWh.

The transmission rate, however, registered a minimal reduction of P0.0431 per kWh, but it was offset as the overall electricity rate went up.

The cooperative’s distribution, supply, and metering charges are the same despite the increase in the overall electricity rate for this month, he added.

Noting the highest increase for this month is the Northern Negros Electric Cooperative (Noneco), which caters to the remaining towns and cities in the northern part of the province.

Paulino Almedelia, corporate planning head of Noneco, said the distribution utility’s power rate for January is P11.5926 per kWh.

This is an increase of P0.2931 per kWh from last month’s P11.2996 per kWh, Almedelia said.

This month’s rate is resulted from generation cost fluctuation of P0.3265 and increased in transmission and systems loss costs by P0.0782 per kWh.

The cooperative further noted a reduction among other charges like lifeline rate and taxes by P0.1128 due to the cessation of stranded contract cost, he added.
