TWO days since the ambush on San Fernando Mayor Lakambini Reluya and her companions, no official has been designated to sign papers on her behalf while she is recuperating.
But a department head of the San Fernando municipal hall assured that Reluya, who is stable despite having been wounded in the gun firing attack, signs important documents even while hospitalized.
Edsel Laguda, San Fernando acting municipal treasurer and current spokesperson for the town, told SunStar Cebu that they have yet to receive word from Reluya on whom she will appoint as authorized signatories while she is recovering.
Reluya survived the ambush the killed her husband Ricardo, president of the Association of Barangay Councils, the van driver and the tourism officer.
Two other municipal employees were wounded in the attack.
“As to the management of the administration, there are still no changes,” Laguda said.
Laguda said the municipal hall is still “business as usual” and that basic services continue to be delivered.
“If there are documents that need her immediate signature, we personally deliver them to the hospital for her signature,” he said.
Meanwhile, the human resource officer of San Fernando said two councilors suspected of having links to the illegal drug trade had not filed their leave of absence before the town for two weeks.
Francis Dino Cabigon, San Fernando human resources development officer, said Councilors Alfonso Donaire IV and Edwin Villaver had not formalized their leave.
Based on the HRDO’s records, Donaire and Villaver started missing the regular council sessions two weeks ago.
Their absences coincided with the murder of fellow councilor Reneboy Dacalos.
The two councilors were arrested in 2017 after they were alleged to be receiving support from self-confessed drug lord Franz Sabalones.
Cabigon said despite their sudden leave, the two councilors could not be disciplined within their level as they were elected officials.
Cabigon said the Sanggunian’s house rules are mute on disciplining legislators who file extended leave.
The issue was brought to light after a concerned citizen wrote the Sanggunian complaining about the absence of Vice Mayor Fralz Sabalones, brother of Franz, since July.
