NorMin to replicate Davao’s Happy Home for ex-rebels

THE provinces of Bukidnon and Misamis Oriental, including Cagayan de Oro City, will replicate Mati, Davao Oriental's shelter program for the rebel returnees as part of the government's efforts to address insurgency in the country.

Along with the Army's 403rd Brigade, government officials visited Davao Oriental's Happy Home, acknowledged by the Department of the Interior and Local Government (DILG) as the "best model for establishing a rebels' rehabilitation center".

Happy Home Davao, which started operations in 2011, is run by the Provincial Social Welfare Development Office under the direct supervision of the governor. As a "halfway house", it prepares former rebels "halfway" to their return to normal lives and be reintegrated to the communities of their choice.

Colonel Ferdinand Barandon, deputy brigade commander of 403 Brigade, said their visit is aimed at obtaining the best practices they could use to replicate the

same facilities and programs for former New People's Army (NPA) rebels in Cagayan de Oro, Misamis Oriental, and Bukidnon.

"We were surprised and elated to see for ourselves how advanced Davao Oriental is on implementing the 'Whole of Nation Approach' for addressing communist insurgency. Now we have a template on how to do it in Northern Mindanao. We will go full swing as we find Davao Oriental's experience to be the best way to implement PRRD's (President Rodrigo "Roa" Duterte) Executive Order Number 70, to finally put an end to the communist insurgency in the country," he said.
