Cebu City’s counterflow policy ‘a success’

MORE than 6,000 vehicles have been impounded by the Cebu City Transportation Office (CCTO) for violating the counterflow policy a year since it was implemented.

CCTO operations chief Francisco Ouano said 90 percent were motorcycles. Ouano said the counterflow policy was effective when it came to instilling discipline among drivers.

“Because of counterflow, drivers can either cause the accident or be the victim of an accident,” he said.

Ouano said his office would continue to implement the counterflow policy, based on the directive of Mayor Tomas Osmeña.

On Feb. 5, 2018, Osmeña issued Executive Order (EO) 34, which penalized motorists who counterflowed or drove on the wrong lane against oncoming traffic.

The EO provides that vehicles caught counterflowing will be impounded for 30 days.

But last Dec. 13, Osmeña granted a spot amnesty to motorcycles that had been impounded for counterflowing as long as their drivers didn’t have pending traffic violations and/or unpaid fines. It was intended to address the ban on motorcycles-for-hire (habal-habal).

During the first few months of the implementation of EO 34, Ouano said they impounded 60 vehicles a day. (RVC)
