DILG: 68% of Pampanga BADACs “low functional”

CITY OF SAN FERNANDO -- Almost seventy of percent of the barangay anti-drug abuse councils (BADACs) of the province were deemed low functional by the Department of Interior and Local Government (DILG).

Based from the DILG’s 2017 BADAC Audit results, 345 villages, or 68.31% of the total 505 villages in Pampanga, have low functioning anti-drug bodies, scoring 50 and below on the performance audit of the agency.

Among the BADAC’s with low functionality, two came from Arayat, 21 from Bacolor, 32 from Candaba, 31 from this capital city, 33 from Floridablanca, 25 from Guagua, 37 from Lubao, 16 from Mabalacat City, 23 from Macabebe, 26 from Magalang, 26 from Masantol, one from Mexico, 15 from Minalin, 23 from Porac, 12 from San Simon, eight from Sta. Rita, three from Sto. Tomas and 11 in Sasmuan.

The municipalities of Apalit, San Luis and Sta. Ana are the only ones with BADAC’s scoring above 50 in the 2017 performance audit, while Apalit and Arayat towns each have a high-functionality anti-drug bodies with a score of 85-100.

Philippine Drug Enforcement Agency Region III Information Officer Glenn Guillermo clarified that “low functional” BADACs means the villages only failed to submit documentations of their activities which could have contributed to their points during the audit.

“It does not necessarily mean that they were not performing their duties. They only lack documentations which is every important in showcasing their activities as anti-drug bodies,” he said.
