Traffic study eyed to solve Oro traffic woes

THE Cagayan de Oro City Government has commissioned a study in a bid to identify the major factors of the traffic problem in the city and the possible solutions to address it.

The result of the study will be heard by the Traffic Management Board (TMB) in a meeting on Wednesday, February 6.

City Administrator Teddy Sabuga-a said the study is led by experts and people from the academe.

Sabuga-a, however, said it is not rocket science that one of the factors of the traffic problem here is the lack of discipline among the commuters and the drivers.

This is why one of the city's proposal is to penalize both the driver and the operator in every traffic violation.

"Jeepney operators should be responsible in choosing their drivers. Drivers that have training and know the appropriate traffic rules," he said.

He said the City Ordinance on traffic management will subsequently be amended and will be based on the result of the study.

Mayor Oscar Moreno convened the TMB in November last year. Transportation consultant Avalyn Cahulogan was chosen as chairperson of the TMB while Colonel Mario Verner Monsanto, the executive overseer of Roads and Traffic Administration (RTA) will co-chair.

Members include City Councilors Romeo Calizo, Teodulfo Lao Jr., John Michael Seno, Land Transportation Office regional director Rhodelio Poliquit, Land Transportation Franchising and Regulatory Board (LTFRB) director Aminoden Guro, Cagayan de Oro Police Director Senior Superintendent Nelson Aganon, and Senior Superintendent Conrado Villanueva, chief of the Regional Highway Patrol Unit.

Also included are City Administrator Teddy Sabuga-a, RTA assistant head Engineer Nonito Oclarit, Assistant City Legal Officer lawyer Reymond Villablanca, City Engineering Head Rolando Pacuribot, and Engineer Isidro of the City Building Official.

The president of the Association of United Taxi Operators in the city Fernando Lemena, Samuel Abello, Paul Cempron as representative of the motorela drivers, Walter Raagas of Shell Petroleum Dealers Association, Dr. Anabel Abuzo of Xavier University, Michael Bustamante as the mass media representative, and Allan Gamba Sr. of the CDO Taxi Drivers' Association.

The board is tasked to identify traffic bottlenecks, formulate traffic engineering schemes, recommend ordinances to support the proposed schemes, review major development proposals that would likely affect traffic, among others.
