Test run for national ID system eyed

THE PHILIPPINE Statistics Authority (PSA) in the Cordillera region is set to conduct a test run for the national ID system.

PSA–CAR regional director Villafe Alibuyog disclosed the agency is currently looking at January to March 2019 for the conduct of a proof of consent which is a test run for the implementation of the ID system.

“Dito natin makikita iyong gaps, problema na mai-encounter natin during registration. But during the proof of consent, only one million are targeted wherein priority are 4Ps beneficiaries that is for the entire Philippines,” she added.

After the dry run, by September to December another five to six million citizens are being targeted by the data gathering agency.

Alibuyog added by 2023, the government hopes to register 106 million Filipinos.

President Rodrigo Duterte formally signed RA 11055 or the Act of Establishing the Philippine ID system on August 6, 2018.

The Act establishes the Philippine ID system (PhilSys), a database for information regarding residents and foreigners in the country. PhilSys is composed of PhilSys policy and coordination council which is headed by National Economic Development Authority. For the proof of consent, the Philpost is tasked for the registration of the target one million with the supervision of PSA.

The PSA official reiterated there is still no implementation of PhilSys.

Demographic data will be collected for the national ID which includes full name, sex, date of birth and place of birth, blood type, address, marital status, mobile number and e-mail address. Biometric information and full set of finger prints will also be included.

Earlier reports revealed Baguio City Mayor Mauricio Domogan and Police Regional Office- Cordillera (PROCOR) Chief Superintendent Rolando Nana backing the establishment of the National ID System which can be used in transaction to national government agencies, local government units, and the private sector.

The system seeks to “eliminate the need to present other forms of identification when transacting with the government and private sector.”
