HEIs required to submit annual athletic programs report

PRESIDENT Rodrigo Duterte has signed a law requiring higher education institutions (HEI) to report participation and program support expenditures in all college athletic programs.

Republic Act (RA) 11180, inked by Duterte on January 3, mandates each HEI that participates in any athletic program recognized by the Commission on Higher Education (Ched) and has an intercollegiate athletic program to annually submit a report to Ched chairperson.

The report shall contain the total number of participants in the athletic program and their gender and the ratio of male participants to female participants in the entire athletic program.

It shall also have the total operating expenses for the athletic program; the total scholarship expenditures vis-a-vis the total number of participants; and the ratio of male scholarship expenses to female scholarship expenses in the entire athletic program; the total number of contests participated in by the team; the gender and work status of the head coach; the total number, gender and work status of assistant coaches; the number and gender of graduate assistant coaches and volunteer assistant coaches shall also be included in the report.

The report shall also have the ratio of participants to coaches and the level of participation of National Sports Associations.

"The HEI shall be required to make available to the public the information contained in the report submitted to the Ched," the law, otherwise known as Athletic Programs Report Act, states.

Disclosure of report can be done through publication, public information outlets, online using the institution's website, local school paper, bulletin boards in campus premises, and other schemes to disseminate information.

The Ched shall compile and publish annually in its website or in a newspaper of general circulation the reports containing the information collected from the HEIs.

The Ched shall also impose disciplinary actions against an official or employee of an HEI found violating the disclosure of athletic program participation rate and financial support. (SunStar Philippines)
