Buses may seek permit to operate during peak hours

THE Land Transportation Franchising and Regulatory Board (LTFRB) now accepts applications for special permits for Peak Hours Augmentation Bus Service (PHABS) in Davao City.

LTFRB Davao regional director Cattleya Acaylar said in a text message that they are still waiting for applications.

“Pag may mag apply, mag-issue kami ng special permit tapos pwede na mag operate,” Acaylar added.

Based on the post of LTFRB Region 11-Davao Facebook page, the city government of Davao wrote a letter dated February 13 through City Administrator Tristan Dwight P. Domingo recommending PHABS. The buses should be low-floor, low-entry or city type buses to provide augmentation vehicle services in the city.

The PUV special permits for the two locations, Toril and Catalunan Grande route, could be approved with conditions.

On Toril routes, from Toril turning right to Davao-Cotabato Road via Ulas passing through Bangkal and McArthur Highway to Quirino Avenue and turning right to Quezon Boulevard to Quimpo Boulevard then turning left to McArthur Highway through Matina Crossing to Bangkal via Ulas and Puan to Toril proper.

The peak morning hours are from 6:30 a.m. to 9 a.m. while evening peak hours are 5 p.m. to 8 p.m.

The identified bus stops during morning peak hours are Toril District Hall, Corner Iwha MacArthur Highway, Gulf View (Gas Station), Shell Ulas, UM Matina Overpass, and Roxas Avenue.

Bus stops in downtown going to Toril are Roxas Avenue, Layby corner Rizal-Quezon Boulevard (Merco), Sandawa Pias Cafe, Ulas Coke Warehouse, corner Iwha MacArthur Highway and Toril proper.

Meanwhile, in Catalunan Grande routes will start from corner Elenita-Catalunan Grande through Catalunan Grande road turning left to MacArthur Highway then turning right to Quimpo Boulevard through Quezon Boulevard and turning left to Roxas Avenue, right to Petron through Catalunan Grande Road then back to corner Elenita-Catalunan Grande Road.

Schedule of morning and evening peak hours for Catalunan Grande route is the same as in Toril route.

The identified bus stops going downtown will be at Elenita Heights, Santiago Villas, Sitio Awa, Catalunan Grande, Barangay Hall, Phoenix Gas Station, Matina GSIS, SM City Davao, Barangay Hall Almendras and Roxas Avenue.

However, if the bus will go through C.P. Garcia Highway, the identified bus stops are at corner Eden Street-Caltex and Roxas Avenue.

The identified bus stops going to Catalunan Grande are Roxas Avenue, Bankerohan Mercury Drug, Malayan College, Bangkal near Petron and San Isidro Labrador church.

Staging areas for Toril route during morning peak hours will be at the Toril District Hall and at the Gaisano Grand Mall Toril.

The afternoon peak hour staging area is at Roxas Avenue.

Catalunan Grande staging areas during morning peak hours will be at corner Catalunan-Elenita while the evening peak hours will be at Roxas Avenue.

The fare rate of PHABS will be the same as that of the regular buses which is P10 per minimum distance of five kilometers and P2.20 per distance kilometer.
