Council urges LTO to honor city-issued medical certificates

THE Cagayan de Oro City Council will look into complaints of some residents on the Land Transportation Office's (LTO) refusal to accept the medical certificate issued by the City Health Office (CHO).

City Councilor Reuben Daba said the LTO allegedly does not honor the CHO-issued medical certificate worth P50 and instead requires its clients to get the certificate at the LTO office.

"But the problem is the medical certificate of LTO is worth P400, there is a big difference when actually they are the same, same exams, same content," Daba said.

Daba also pointed out that LTO and CHO are both branches of government that should work together.

Councilor Leon Gan, for his part said the refusal of the LTO to accept the CHO medical certificate is tantamount to misconduct and abuse of authority, and a violation of the law.

"Pursuant to the law, there is a presumption of regularity of the certificate issued by a government agency. The LTO does not need to review or verify whether the certificate issued by the CHO is from an accredited institution, because it is, according to the law," he said.

The report is referred to the committee on public utilities which is set to meet this week to shed light on the concern.
