Mayor pleads: Downplay taho–POSD tussle

BAGUIO City Mayor Mauricio Domogan is appealing to the public to downplay the tussle between a taho (soya pudding) vendor and the Public Order and Safety Division (POSD).

In his weekly press conference, Domogan asked not to make a big issue out of the incident and underscored the legality as well as the importance of the POSD in the city.

The chief executive said it was in 1991 when an ordinance (31) creating the Security Division under the mayor’s office was formed which in turn created the POSD.

Another resolution (201) in 2015 was passed by the local council requesting the mayor’s office to intensify the campaign to clear roadways and sidewalks of within the central business district of illegal vending activities.

Domogan challenged proposals from the City Council to create rules of engagement for the POSD and stressed it is within city rules to prohibit vending in the streets and added it is the city council who penned rules on how to turnover confiscated goods to the City Social Welfare and Development Office.

The mayor also asked people to recall the situation when illegal vending on streets was not acted upon in Session Road, Magsaysay Avenue, the plaza area and the market with peddlers.

Vendor Benedict Seño with Public Order and Safety Division (POSD) head Policarpio Cambod, faced the city council inquiry during last Monday’s session to shed light on issues.

Domogan added the issue is being dealt with by the City Legal Office.

Vice Mayor Edision Bilog, meanwhile, proposed an ordinance on the rules in the implementation by the POSD of the anti-illegal vending ordinance.
