CITY OF SAN FERNANDO – A senior citizen party-list and a congressional aspirant defended Wednesday President Gloria Macapagal-Arroyo’s delayed signing of the Expanded Senior Citizen Act (ESCA).
The recently signed ESCA entitled some 6 million elderly of exemption from the 12 percent value-added tax on goods, medicines and services.
Senior Citizens Party List (SCPL) congressional bet Linda Gaddi-David said that reports saying that the President “was too busy” in her regional and “legacy tours” delayed the signing ESCA have no basis.
“What happened was, the implementing rules and regulations were not submitted on time. She cannot sign ESCA without that. Kawawa naman ang Pangulo dahil biktima siya parati ng black propaganda ng mga kalaban niya.” said Gaddi-David.
Gaddi-David also added that she and her group had been privy to ESCA from the start. (Jovi T. De Leon)
