Limlingan: Mandatory training for motorcycle owners

DUE to the number of motorcycle accidents happening in the country, there’s got to be a measure that should be implemented for motorcycle owners and riders. It’s about time that we get more serious on road safety.

As per statistics of the Land Transportation Office (LTO) and the Philippine National Police (PNP), accidents involving motorcycles and even tricycles rank first among the motor vehicle mishaps happening in the country. In fact, motorcycles are even treated as killers on the road due to their great number involved in vehicular accidents.

On social networking sites, we can see a number of accidents that result into deaths, injured limbs and damaged properties incurred by other vehicles involved. There are motorcycle drivers which by themselves meet accidents when they bump road barriers, trees and other structures.

One of the reasons why motorcycle riders suffer sad fates is their lack of proper training in driving and for those who are adept in riding these two-wheeled vehicles meanwhile, their lack of discipline and road courtesy to other motorists.

In order to lessen if not totally avoid accidents to motorcycle riders, a step should be taken into to train them the proper way of riding their steel horses and safely travel on roads without inflicting and injury or damage to themselves or others.

This is the essence of Senate Bill 1822 which mandates the LTO to require registrants of motorcycles a certificate of completion of a training program for riders particularly focused on motorcycle riding safety, driving rules and regulations, road courtesy and hazards, among others.

What could have been the law now was initially proposed by Senator JV Ejercito who is a motorcycle rider himself and a staunch road safety advocate. If re-elected, he vows to re-file his proposal and push for a serious implementation should it become a law.

Once it becomes a law, the LTO should be serious enough in providing training for riders and make the certificate of training not only as a requirement for registration of motorcycles or as a requirement for the renewal of a driver's license.

In this way, the certificate of training is expected to instill discipline among riders while on the road and cause the rise in their awareness for safety.
