Measure protects impounded dogs from mercy killing

THE Davao City Veterinarian’s Office (CVO) presented a draft of the proposed implementing rules and regulations (IRR) for the Adopt-a-dog Ordinance allowing Dabawenyos to adopt impounded or rescued dogs in the city instead of subjecting them to mercy killing if not claimed within three days.

During the committee hearing led by the office of Davao City Councilor Mary Joselle Villafuerte on Wednesday, March 6, the CVO said they may classify unclaimed dogs for permanent or temporary adoption by qualified individuals.

The qualified person to adopt may choose the dog he/she intends to adopt as long as it’s only one dog at a time.

Villafuerte clarified on her Facebook account on Tuesday, March 5, that they have not drafted a proposed ordinance limiting pet ownership to two dogs, hence, the proposed IRR.

Qualified individuals are those who have been residing in the city for at least six months; have good moral character; of legal age; have not been convicted for violating the Animal Welfare Act; and those who appear to have genuine concern for the welfare and protection of dogs.

"It shall be the duty and responsibility of the CVO to immediately, humanely, fairly and with care, preferably in consultation with a government-registered animal welfare non-government organization in the CVO's discretion," Section 4 of the draft rules states.

It also states that within three days, the impounded dogs should be classified whether it is safe for adoption, safe for adoption but with rehabilitation, or dangerous for adoption or incapable of rehabilitation.

CVO head Cerelyn Pinili said a new rehabilitation facility in the city will be constructed with a P5-million budget from the office of Davao City Mayor Sara Duterte-Carpio.

Section 5 of the proposed rules states that the facility shall determine the physical and medical condition of the dogs in not more than five days unless required by CVO to take a longer period to determine their conditions.
