THE Bacolod City Council wants to require contractors, government engineers and other agencies to secure a special permit from the city government before they could do excavation and digging of roads, bridges, canals and drainage systems within the territorial jurisdiction of Bacolod.
This was the content of the proposed ordinance, which was approved on first reading, authored by Councilor Dindo Ramos, chairperson of the City Council committee on transportation and traffic.
Ramos said there are many developmental projects requiring excavation and digging of roads, bridges, canals and drainage systems that are currently being implemented, which affect the citizens of Bacolod. Such projects usually cause heavy traffic, damage to property and accidents that endanger the lives of the people.
“The people of Bacolod has the right to know, be aware or be notified when the excavation and digging of roads, bridges, canals and drainage system will commence, and how long such project will affect the area where it is being implemented,” he said.
The contractors, city engineers and other agencies would be held accountable, mandated and obligated to finish their assigned project on time for the benefit of the general public.
Section 2 of the proposed ordinance states that no digging, excavation and concreting of roads shall be done within the territory of the city unless a special permit is issued with the following requirements: an affidavit of undertaking stating when the construction/paving of roads shall start and when it shall be completed, a poster shall be posted on the project site showing the date of the start of the project and the projected date of completion, and a special permit fee of P1,000 for utility companies and private contractors for a single project.
