Village watchmen to get more benefits

A LAW giving more to village watchmen has been proposed by legislators.

In this week’s regular council session, a proposed ordinance by Baguio City Councilor Leandro Yangot sets standards for a “Strengthened Barangay Public Safety Officers.”

Yangot said barangay public safety officers or “tanods” play an important role in the development and progress of the barangay. They belong to the select few who ensure that peace and order prevail in every barangay. As pillars in the barangay government affairs, they are the visible community officials that provide direct and round-the-clock services in the barangays in the maintenance and preservation of peace and order.

Benefits for tanods will also be granted if the law is approved with insurance and other benefits and assistance that will help them to effectively perform their functions.

“Most of the city’s barangay public safety officers are receiving meager allowance from their respective Barangays despite the risks involved in the performance of duty, the Local Government Code also recognizes the right of all duly appointed members of the barangay tanod brigades or their equivalent to insurance and other benefits during their incumbency,” Yangot said.

Under Yangot’s proposal, a capability development and skills training will be done to develop a module for capability building and basic enhancement training like Criminal Justice System; Disaster Preparedness; Traffic Management and Gender Sensitivity and Awareness.

Tanods are tasked to assist barangay officials in the prevention of crime and the promotion of public safety, conduct patrol in the barangay, report to the village chief or any member if the Barangay Peace and Order Committee or to the Baguio City Police Office (BCPO) the occurrence of any crime, fire, accident, public disturbance, environmental degradation activities and other untoward or suspicious incidents in the barangay, monitor the presence and activities of suspicious persons within the barangay;

Assist the BCPO and the barangay peace and order council in the execution of warrants and other judicial processes such as tracking the whereabouts of missing persons, in arresting escaped prisoners and other fugitives from justice, and in the recovery of stolen properties, coordinate closely with the barangay officials and members of the BCPO or local authorities in the drive against all forms of crimes, detect all forms of fire hazards and institute corrective measures with their capability, assist in facilitation the smooth flow of traffic in the barangay and perform other functions as may be directed by the village chief.
