Educational clips for cinemas pushed

MOVIE goers may get a dose of environmental care before a show.

Members of the Baguio City Council approved on first reading a proposed ordinance requiring all movie theaters to provide the government free screen time before the start of every film for purposes of reducing garbage and other public service information.

Under the proposed “Cinema Information Ordinance in the City of Baguio,” all cinema or cinematheque owners and operators within the city will be required to allot free screen time before the start of every film for the City Government of Baguio to promote an intensive information education and communication campaign on solid waste management reduction practices.

The allocated screen time will not be more than 60 seconds.

The ordinance gives authority to the city mayor to enter into an agreement with any cinema or cinematheque owner or operator and imposes fines on non-compliant establishments.

Councilor Leandro Yangot, in his proposed law, said visual media, especially cinemas have a uniquely pervasive presence and great influence in peoples’ lives, as it is generally popular for all regardless of age and social demographic.

“In order to help advance the City Government’s efforts to address the problem of solid waste management disposal, it is indubitably important to utilize effective mediums of communications such as screen time in cinemas as well as cinematheques,” he added.

Yangot said the city is being plagued with mountains of garbage that have taken a huge toll on the city’s finances, and are affecting the city’s tourism, industries and most especially the health and living conditions of the residents. Due to lack of space, the city expenditure for hauling and tipping garbage increases further, annually. If not curbed, said expenses could deny the city of other development plans.

“To effectively harness the benefits of proper garbage disposal, instilling discipline and molding a sense of pride for all Baguio residents and tourists, it is mutually meritorious that the private sector partnership, through the cinema and cinematheque owners and operators, be a part in promoting a clean and green Baguio in order to lessen the amount of public money spent on hauling garbage away from the city limits, spend more of these taxes on other development projects and to let our residents fully realize the beauty of our city if only proper garbage disposal is observed,” Yangot added.
