Leonardia: We will follow procedures in project implementation

“I WILL make or issue the notice to proceed if everything is already in order,” said Bacolod City Mayor Evelio Leonardia days after the City Council ratified the contracts of agreement between the Bacolod City and the three winning bidders of the city’s priority projects.

Leonardia said they will follow the procedures to implement these projects.

“I’m always reminding the Bids and Awards Committee (BAC) to follow the procedures unlike the previous administration where more than 40 biddings were held in a day,” he said.

On Friday, March 15, the City Council Council ratified the P44,949,942.25 contract of agreement between the city and the Supreme ABF Construction and Construction Supply Company Inc. for the widening of Gonzaga St., and extension project that includes a bridge, drainage and flood mitigation in Barangay 28.

The Council also ratified the P61,301,441.94 contract of agreement between the city and Wilkinson Construction for the rehabilitation of Mansilingan-Felisa Road in Barangays Mansilingan and Felisa, as well as the P349,988,679.47 contract of agreement between the city and ESJ and Sons Construction and Construction Supply Inc. for the Bacolod City College site development and facilities project (design and build scheme).

“Even if the implementation of these projects will reach the period of the election ban, it’s just okay. The important thing is we follow the procedures. We will never do any shortcut here,” Leonardia said.

These projects will be financed through the city’s loan of P1.7 billion from the Development Bank of the Philippines.

BAC earlier held the bidding process for the implementation of the three of its four priority projects funded by the DBP loan: site development of Progreso Village Relocation Site worth P350 million, Bacolod City College site development and facilities worth P350 million and construction of roads and bridges worth P200 million.

There is no schedule yet for the bidding of the fourth project, the Bacolod MassKara Coliseum worth P800 million.

Meanwhile, Vice Mayor El Cid Familiaran also clarified that Councilor Wilson Gamboa Jr. was given enough time to study the contracts.

Gamboa, who opposed the ratification of the contracts, earlier said that the contracts did not specify scope and parameters of work.

Familiaran said that Gamboa had two days to study the contracts because they were given the same copy of contracts during the approval of the mayor’s requests of authority to sign and the ratification contracts. (MAP)
