RROW woes beset infra projects in C. Visayas

ROAD right of way (RROW) issues beset 95 infrastructure projects in the Central Visayas region so that only 12 were implemented, the Regional Development Council (RDC) 7 reported.

During its first quarter full council meeting on Friday, March 22, National Economic and Development Authority (Neda) 7 Regional Director Efren Carreon said because of RROW acquisition issues these projects faced delays in implementation, while others were suspended and some terminated.

Among the projects delayed were the road widening of U.N. Avenue, the Mactan Circumferential Road and the Metro Cebu Expressway, Department of Public Works and Highways (DPWH) 7 Regional Director Edgar Tabacon said.

The DPWH 7 has yet to release, though, the list of ongoing projects and those that were either suspended or terminated.

Of the 95 infrastructure projects, 57 projects worth around P2 billion were suspended while 26 projects worth P4.5 billion were terminated.

Participation

During the meeting, RDC 7 chairman Kenneth Cobonpue said the participation of the private sector in RROW dialogues should be encouraged.

RDC-Infrastructure Development Committee chairman Glenn Anthony Soco agreed, saying the private sector can play a big role in the timely implementation of the infrastructure projects.

To hasten the RROW acquisition, Tabacon said that for 2020, they will already prepare the offer to pay for owners of properties who will be affected by the projects.
