P2P routes ‘won’t affect’ small transport players

THE Land Transportation Franchising and Regulatory Board (LTFRB) 7 has clarified that small transport operators who formed cooperatives can still operate within any point of Cebu despite the entry of three Point-to-Point (P2P) routes.

LTFRB 7 Director Eduardo Montealto Jr. said the P2P routes involve premium buses with one-way fares ranging from P80 to P315. Meanwhile, the transport cooperatives can acquire ordinary but new buses and minibuses, he said.

Montealto said P2P buses will charge P300 for a one-way fare for the Cebu City-Sibonga route with a distance of 50 kilometers, P315 for the Cebu City-Danao City route with a distance of 39 kilometers and P80 for the Cebu City-Lapu-Lapu City route, which is less than 15 kilometers.

The official said transport cooperatives are following regular fares approved by LTFRB, which are cheaper and more affordable to the public.

Julito Flores, president of the Cebu Bus and Minibus Transport Cooperative, said that under the existing fare rate that they are collecting from passengers, they charge P6 for the first five kilometers and P1.20 per succeeding kilometer.

Based on that rate, ordinary transport operators are collecting P60 for the Cebu City-Sibonga route and P45 for the Cebu City-Danao City route, he said.

Flores said they have not yet implemented the new fare rate ordered by LTFRB based on the petition of transport operators in Manila, which is P9 for the first five kilometers and P1.55 for every succeeding kilometer.

Montealto believed that the people, including workers, students, farmers and fishermen, will patronize passenger buses with cheaper fares rather than premium buses with higher fares.
