Mayor issues guidelines on replacing rundown tricycles

MAYOR Maria Isabelle Climaco-Salazar has issued an executive order providing guidelines for the substitution of rundown tricycles in Zamboanga City.

Covered by Executive Order 462 dated March 21, 2019 are rundown tricycles with valid franchise in accordance with Ordinance 494, which prescribes the operation of tricycles and granting of franchise within Zamboanga City.

Salazar emphasized that there is no phaseout of motorized tricycles under Ordinance 494.

She said she has discussed the EO with the tricycle drivers and operators. Councilor Rommel Agan and a team from the City Legal Office joined Salazar during the meeting.

Salazar and Agan are negotiating with the Land Bank of the Philippines (LBP) for a loan facility to assist the tricycle association in the city.

Section 1 of the E. O. 462 provides that the renewal of franchise to operate a tricycle unit shall only be applicable to those with validly issued franchise up to 2002.

Non-renewal of franchise to operate for the past three years shall be deemed canceled.

E.O. 462 further provides under Section 2 that tricycle units that are not Euro 4 Compliant shall not be allowed to operate within the territorial jurisdiction of the City of Zamboanga.

However, due to unavailability of Euro 4 Compliant Motorcycle, Euro 3 motorcycles shall be allowed to operate provided that the said units shall be changed to Euro 4 within a period of five years as provided for by the amendatory ordinance. (Bong Garcia)
