Hino wins P232.5-M bid for garbage compactor trucks

FOR the second time, Hino Motors was declared as the lowest bidder in the P232.5 million public bidding for the purchase of garbage compactor trucks in Cebu City.

Ronald Malacora, chairman of the Bids and Awards Committee (BAC), said other bidders were RDAK Transport Equipment Inc., Civic Merchandising Inc., and another company based in Davao City during the public bidding held on Tuesday at the City Hall.

Of the four, none was disqualified but Hino was declared winning bidder after passing the post qualification evaluation conducted by the technical working group (TWG).

Malacora, however. declined to disclose Hino's bid amount but said this was lower than its first bid which will give City Hall some savings.

Hino Motors was declared winner during January's bidding but which was rebid out following Mayor Tomas Osmeña's declaration on the first week of March that the first bidding was "non-competitive" since two bidders were disqualified.

The P232.5 million bidding for the purchase of the garbage compactor trucks was divided into two wherein Hino will no longer undergo post qualification evaluation since the TWG already conducted one during the first bidding where Hino Motors also won.

But Malacora added they will still check if Hino passed on the amended terms in Tuesday's bidding.

The city will purchase 12 eight-cubic-meter garbage compactor trucks worth P120 million and nine 12-cubic-meter garbage compactor trucks worth P112.5 million.

On Jan. 20, Hino placed a bid of P80 million for the P112.5 million approved budget contract (ABC) and P89 million for the P120 million ABC where the City was able to get a savings of P63 million for the transaction.

Councilor Joel Garganera and Raymond Garcia hailed the results of the bidding and said if this was followed in the previous biddings the City would have saved a huge amount which will be used for other basic services.

The compactor trucks will be used by the City starting July 1. This will also end the City's practice of renting garbage compactor trucks since July 2016 when the Inayawan Sanitary Landfill was closed. (PAC/VLA)
