Councilor dismayed by CLO’s veto bid

A DAVAO City councilor expressed his frustration over the City Legal Office’s recommendation to veto ordinances, especially on environmental matters.

Councilor Diosdado Mahipus said the ordinances passed by the City Council should not be treated as duplicates of existing national laws.

"The national law is general in nature. Our local ordinance specifically provides measures to be observed within the territory of jurisdictions of Davao City. Therefore, it should not be treated as a duplication," Mahipus said.

The councilor, who chairs the committee on environment, cited his Green Building Ordinance as one of those recommended to be vetoed, since its provision is already incorporated in the Philippine Green Building Code.

Mahipus said that there are some specifications in the code that are not suitable to the structural ordinances of the city.

He then called on the CLO to give these ordinances a chance to be passed and implemented as the people of Davao would benefit from it.

Meanwhile, he said that the city government should further strictly implement the Solid Waste Management ordinance that was already enacted in 2012.

This comes after marine biologist Darrell Blatchley revealed that 61 dead marine animals have been recovered by the D'Bone Collector Museum along the coastline of Davao region over the past 10 years.

He said it is alarming that majority of these dead animals were found in the Davao Gulf due to ingestion of garbage, mostly plastics.

Recently, a juvenile male Curvier Beaked Whale died on the coastline of Barangay Cadunan in Mabini, Compostela Valley.

Blatchley found that the whale had ingested around 40 kilos of plastic waste.

"We have enough laws actually. To pass another law would mean redundancy," Mahipus said.

He then urged the Philippine Coast Guard to strictly monitor coastal areas, especially shipping vessels irresponsibly throwing garbage waste into the sea.
