P1.3B for building better off spent on infra projects in towns, says Gwen

INSTEAD of building a 20-story resource center, the Province could have used the money for infrastructure projects in towns and cities under its jurisdiction.

The pronouncement was made by One Cebu gubernatorial candidate Rep. Gwen Garcia (third district) in an interview on the sidelines of her campaign sortie in southern Cebu last Friday, March 29.

Last March 26, Garcia, accompanied by Provincial Board Member Alex Binghay, filed a civil case in court to stop the construction of the P1.3-billion project inside the Capitol compound.

They filed the injunction suit on the grounds that Gov. Hilario Davide III did not have the authority from the PB to enter into contracts with a bank and a building contractor and ignored other lawful procedures.

“Ato ning gibabagan ang kaning iyang Provincial Resource Center kay kadaghan pa unta nga deficiencies, mga kakulangan nga magastohan anang kwartaha sa probinsya, sa mga lungsod (We’re blocking this project because the money is better spent on addressing the many problems in the towns),” Garcia said.

She lamented that several towns needed their roads fixed, adding that some areas needed water rationing, especially in the wake of the weak El Niño.

Davide, though, remained unfazed ever since the development made headlines.

In an earlier report, Davide said Capitol observed the requirements under the Government Procurement Act.

He added that their political rival’s move “shows they’re really desperate.”

To this, Garcia replied: “I also know my numbers. I don’t think I am that desperate to win. Maayo ra man ang atong pagkabutang (We’re in good standing) and we will continue to work hard. Wala mi magkompyansa (We’re not taking any chances)... Our surveys and their surveys are showing the truth. So I hope he (Davide) will not fool himself because the people cannot be fooled.”

Garcia is running against Vice Gov. Agnes Magpale in the gubernatorial race.

One Cebu’s vice gubernatorial bet, Daphne Salimbangon, is facing Davide.
