Davao security stresses need for CCTV cameras

DESPITE an existing local ordinance requiring business establishments to install closed-circuit television (CCTV) cameras that will help prevent and solve crime, the Davao City Public Safety and Security Command Center (PSSCC) said there are some that are still non-compliant.

PSSCC head Benito De Leon said on Thursday, April 4, that although the center has no data on non-compliant establishments, he based his statement on their monitoring with the Business Bureau.

“Based on the ordinance, not all establishments are required. Only those who have a capitalization of about P2 million and above are mandated by law to install,” De Leon said.

However, he said that there are establishments below the capitalization mark, especially the small business, who have CCTVs in their respective areas.

The ordinance, passed in 2014, covers all establishments in the city, including banks, pawnshops, restaurants, shopping malls, hotels and inns, educational institutions, hospitals and medical institutions, gaming cockpits and private transportations terminal operating land, air, and sea.

Meanwhile, De Leon said his office also wants all CCTVs from establishments to be connected directly to PSSCC to heighten the security in the city.

“However, we cannot push this as of now, due to the limited bandwidth connection of the PSSCC,” he added, “Macho-choke ang line natin sa video, due to the poor connection we have here in the Philippines. But that will be our direction in the future.”

In terms of direct connection to condominiums and residential area, De Leon said that an ordinance is necessary to materialize the proposal.

He also said that PSSCC will be adding more CCTV cameras on major streets in the city due to its economic and population expansion.

Davao City currently operates 200 CCTV cameras in the Poblacion District.

The PSSCC head said the city recently procured 200 additional CCTV cameras worth P24 million and these will soon be installed.
