Group halal certification pushed for SMEs

IN AN effort to further promote the Halal industry in Mindanao, Universal Islamic Center president Marilou Ampuan encouraged the six identified local Halal certifiers to also consider group certification for small and medium enterprises (SMEs).

The local certifiers acknowledged by the Department of Trade and Industry (DTI) are Islamic Da’wah Council of the Philippines (IDCP), Halal Development Council of the Philippines (HDCP), Mindanao Halal Authority (MINHA), Muslim Mindanao Certification Board (MMHB), Halal International Chamber of Commerce and Industries of the Philippines (HICCP), and Prime certification.

“I am encouraging these certifiers na if possible, i-consider ‘yung ating mga small players. Pwede mag-create sila ng group na mag-pay sila as a group then they will just divide amongst themselves the fees that these certifiers will charge,” Ampuan said.

She pointed out that due to the steep fee of getting a halal certification, it is difficult for SMEs to get one.

“That is our [solution] para matulungan naman ang mga small businesses na gusto maging halal certified. Sana i-consider nila ang group rate,” Ampuan said.

Ampuan said there are still more halal potential establishments that are still waiting for opportunities. She added that these small players should have the same nature of business in order to form a group.

Meanwhile, Ampuan said only two local certifiers have applied for accreditation to the Philippine Accreditation Bureau (PAB). The agency is mandated to accredit inspection, testing, calibration and certifying bodies and other bodies offering conformity assessment services.

Ampuan urged other local certifiers to get accreditation from PAB for proper rate regulation.

“We are hoping that these certifiers will apply for accreditation to PAB para this time ma-regulate na talaga ang rates. For now, we don’t have regulations yet,” she said.
