Sanitary landfill cell 2 gets new deadline

THE Bacolod Council approved the request of the City’s garbage hauler IPM-Construction and Development Corporation (IPM-CDC) to extend the deadline of the completion of the construction of cell no.2 at the sanitary landfill in Barangay Felisa from April 30 to August 30, 2019.

Councilor Caesar Distrito, chairperson of the City Council committee on laws, said the request was unanimously approved during the regular session Wednesday, April 10.

He said on December 17, 2018, IPM-CDC president Isabelita Mercado sent a letter to Mayor Evelio Leonardia informing the city regarding the difficulty to start the excavation and requested to transfer the site for the construction of cell no.2 but still within the area of the sanitary landfill in Barangay Felisa.

In his letter to Mercado dated April 2, Leonardia said that upon recommendation of the Solid Waste Management Board (SWMB) and as per checking the evaluation conducted by the technical personnel of the City Engineering Office (CEO), they are offering a new modified plan and design of the project while it maintains the original contract of P49, 810,444.25.

“This means that, although the modification of the project may entail the additional cost of P1.7 million, said amount will not however be charged to the city as additional cost,” he said.

He added SWMB issued Resolution No. 26 dated February 26, 2019, approving the modified plan and comparative cost, thereby made the necessary recommendation to extend the construction of cell no. 2 to four months from April 30 to August 30.

Distrito explained that it stated in the contract of service between the city and IPM-CDC that the extension can be allowed provided it will pass through the Solid Waste Management Board, CEO and environment office.

He said the additional costs of the construction will be shouldered by the IPM-CDC.

“The City will not spend anything except that we granted the extension of the construction,” he added.
