Capitol exec: Animal hub not yet utilized

NEGROS Occidental Provincial Administrator Lucille Gelvolea clarified Thursday, April 11, that the Provincial Government is not yet utilizing the controversial Animal Hub for the Panaad sa Negros Festival activities.

Gelvolea said the Accounting Office has been tasked to review the status of the controversial building, which stands beside the Panaad Stadium at the Capitol property.

"The Accounting Office reviews if it could already be booked as Capitol property," Gelvolea said.

She said the Capitol now only utilizes the compound for Panaad activities where the Animal Hub stands but not the building.

Governor Alfredo Maranon has confirmed that the Provincial Government will take possession or take over the controversial Negros First Animal Hub.

"I have already issued a memorandum for the takeover," Maranon said.

He said the Provincial Government will allocate a budget for the completion of the building that erects on the property of the province.

Gelvolea said the province will not pay the contractor of the Animal Hub because the construction has no permit and did not follow any project construction procedure.

The Province, she said, will assess first the extent of the construction to determine how much budget is needed to finish the building.

The controversial Animal Hub was discovered in March 2018 during last year's celebration of Panaad Festival.

The Province has cancelled the project that was supposed to cost P10 million.

Eva Reso-or, who admitted to be responsible for the construction of the building, said she has not secured any permit from anybody in the province.

She took full responsibility for the construction.
