Baguio police intelligence chief nabbed for corruption

A HIGH-RANKING intelligence officer of the Baguio City Police Office (BCPO) was arrested Monday, April 15, after receiving P50,000 marked money from a wanted robbery suspect.

Following the arrest of Police Lieutenant Colonel Allan Docyogen, the chief of BCPO’s Intelligence Unit, the Police Regional Office – Cordillera (PRO-Cor) assured that corruption will not be tolerated.

Police Brigadier General Israel Ephraim Dickson, PRO–Cor regional director, said Cordillera police should always keep the highest standards of the PNP.

Docyogen was arrested 2:30 p.m. Monday by the Counter Intelligence Task Force (CITF) and PNP Intelligence Group (PNP IG) after receiving P50,000 marked money from a wanted robbery suspect in exchange for assurance that the suspect would not be arrested nor summarily executed.

He is facing charges for robbery and extortion, violation of R.A.3019 or the Anti-graft and Corrupt Practices Act, and violation of R.A. 6713 or the Code of Conduct and Ethical Standards or the Norms of Conduct of Public Officials and Employees.

“Let the message be clear. The officers and men of Police Regional Office - Cordillera do not extort, abuse the power of arrests, or threaten summary execution. If they do any of the above; when they choose to act like the criminals; when they use the authority of their rank or position to oppress; when they undertake acts contrary to law. It is by their free will as an individual that they have chosen to be taken into custody to face the bar of justice,” said Dickson.

Dickson reiterated his policy aside from the continuing war on illegal drugs, will also continue to instill discipline at PRO-Cordillera during his assumption as the regional director March 15.

“Scalawags within the regional command will not be tolerated under my watch to which I remind everyone to maintain transparency and accountability of personnel,” he added.

The arrest by the CITF and PNP IG came after a complainant called authorities that a certain Pollice Lieutenant Colonel Docyogen was demanding P200,000 after he was arrested by the personnel of the City Intelligence Unit of the Baguio CPO by virtue of warrant of arrest issued by Lucena City Regional Trial Court for robbery in exchange for not being arrested again for his other crimes and not being killed by the said PCO.

Police reports reveal the initial payment amounting to P47,000 was handed to the police officer on April 12. The balance was scheduled to be given on April 15, with the officer agreeing to reduce the amount to P50,000. (With a report from Jonathan Llanes)
