Bzzzzz: What's Dave Tumulak's opinion and info on charges against police? No. 1 councilor and 'deputy mayor' for police has kept mum on cops-as-goons issue.

INTERESTING puzzlers, these...

* PNP PROBING MATRIX ON MEDIA. How the police could come up with a negative result, one that would in effect tell the president he was misinformed and the alleged plot of some journalists and some lawyers for his ouster is rubbish. And hey, PNP Chief Albayalde who said they will investigate the matrix doesn't even know where it came from and Presidential Spokesman Salvador Panelo doesn't know where his boss got it or what the matrix means.

* HOW ALL CINEMAS COULD BE SHOWING ONLY "AVENGERS" FILM. Starting Wednesday (April 24) at 6 a.m., the film "Avengers: Endgame" is being screened all over the country for 24 hours for five days! The announcement said that only cinemas under Vista Cinemas will take part in the massive, film-showing marathon. But the last we heard: in Cebu City, that would be all the theaters everywhere.

Could Avenger fans fill all those seats, day in and day out, for five days? And what happens to freedom of choice among those who may not wish to join the mass herd of Avenger fans?

Dispute involves his job

What has Cebu City Councilor Dave Tumulak got to say on the sour relations between Mayor Tomas Osmeña and the city police?

Has the public heard or read anything from Councilor Dave about the accusations of the mayor against the police, which his BOPK colleague and candidate for vice mayor Mary Ann de los Santos fired in a privilege speech last April 22 before the City Council and raised to PNP chief Oscar Albayalde?

Tumulak should be heard on a vital issue that involves the police since he has been an active "deputy mayor" for police, unlike other "deputy mayors" who, Mayor Tomas once complained, were not functioning as diligently as Dave. Tumulak "works the hardest," the mayor was once quoted as saying.

Being in effect the liaison of the mayor with the police, Tumulak must be concerned over the worsening rift between City Hall and the local PNP.

The public may like to know how much of the charges made by the mayor and Mary Ann are believed by Dave. Tumulak may have information that supports, or negates, the accusations.

Topnotcher in 2016

If Councilor Tumulak has been keeping mum on the issue, he probably thinks that being dragged into the fray might hurt his chances of landing again on the top of the heap in the elections.

In the 2016 elections, Dave topped the south district council race with 144,727 votes, much bigger than the 103,000 votes of Alvin Arcilla, the topnotcher in the north district or the 101,388 votes of third-placer de los Santos. In the 2013 elections, which Tomas lost to Mike Rama, Tumulak finished as #4 in the south, while de los Santos was #2 in the north.

Dave, next to the vice mayor in the order of succession, even competed with Mary Ann for the vice mayor slot, with the Tomas's eventual choice of the woman councilor from Lahug setting off rumors of Dave breaking away from BOPK. Tumulak won as a UNA bet under Team Rama in 2013 but split and eventually landed in the BOPK slate and won in 2016. He's still with BOPK, a front-runner in the 2019 council race and remarkably silent over an issue close to his job.

If Dave would top the City Council race again this May 13, he'd keep his rank as second to the vice mayor in the order of succession. And the VM could be Mike Rama or, not without some dash of irony, Mary Ann de los Santos.
