Gwen says no to Carmen landfill

REP. Gwendolyn Garcia (Cebu, third district) is against the putting up of a landfill in Carmen, Cebu, or anywhere else in the province.

While she admitted that the Capitol bought the land in Carmen initially to solve the garbage problem in Cebu with a landfill, “a better and more efficient solution had presented itself.”

“I am against it. The landfill is not a solution to the problem because by the name itself, you dig up land and fill it up with garbage. When it’s filled up, you dig up land again. That is not a lasting solution,” said Garcia, who is running for governor in next month’s elections.

The best solution to the solid waste problem is the waste-to-energy plant that was offered to her when she was governor, she said. A company had offered to put this up at the Balili property in the City of Naga.

The waste-to-energy plant was what prompted Garcia to seek economic zone status for the property, which was approved by the Philippine Economic Zone Authority.

The plant will generate electricity from garbage, and its output will be sold to power distributors.

“There is not just money in basura (garbage). There is power in basura. The waste-to-energy plant in Balili would not only solve the garbage problem, it would have also helped the ever increasing demand for power in Cebu,” Garcia said.

The Province had bought the land in Carmen before the waste-to-energy plant offer came, she explained, stressing that she is one with the people in Carmen in opposing the landfill proposed by Cebu Gov. Hilario Davide III.
