CEBU City Mayor Tomas Osmeña is questioning an order issued by Cebu City Police Office (CCPO) director Royina Garma directing all of her station commanders to get clearance first from her before allowing persons under their custody to be interviewed by journalists.

In the same order dated April 26, Garma said no interviews will be granted to persons under their custody if they failed to secure her clearance and that failure to comply with the order "shall be seriously dealt with."

The order came after a viral video showing several persons, identified as police officers from the Talamban Police Station, allegedly mauled Eddie Basillote and two others in Barangay Carreta on Maundy Thursday, April 18.

The memorandum was addressed to the station commanders of the 11 police stations in the city and the custodial officers.

A copy of the memorandum was posted by Osmeña on his Facebook page.

“First, a death threat and then a gag order. No search warrant, a 'buy bust' caught on CCTV where they break into a someone’s house, hit a baby, brutalize the pregnant mother, and steal her money. What are you trying to hide, CCPO?” Osmeña said, in his post.

Though police officers allegedly involved in the mauling incident have been relieved from their posts, Garma vehemently denied they were from Talamban and urged the complainants to show proof.

She, however, assured that an investigation will be conducted on the incident.
