Former allies turn foes

“MY LOYALTY to my party ends when my loyalty to my people begins.”

This is what San Francisco, Camotes Councilor Hector Capao said when asked why he and his nephew Aaron chose to run against his former allies, Mayor Aly Arquillano and Vice Mayor Al Arquillano, in the May 13 midterm elections.

The Capaos and the Arquillano brothers were under the Barug Alang sa Kauswagan ug Demokrasya (Bakud) party during the 2016 elections.

Hector is running for mayor against Al. Aaron is running as a councilor under the PDP-Laban-One Cebu party.

Aly and Councilor Aproniano Obenza are running for vice mayor.

Hector accused the Arquillanos of monopolizing the town’s mode of transportation as the siblings’ family allegedly owns the only transportation company that connects San Francisco to mainland Cebu and other parts of the Visayas.

“They’re saying San Francisco has tourism potential, but look at the state of the town. What do you think?” he said in Cebuano.

Hector also clarified that he and his nephew had nothing to do with the Arquillanos’ arrest last April 4. (See separate story, Page 2.)

Hector is in his second term as a councilor. He first ran as a councilor in 2001 and was reelected during the 2004 and 2007 elections. He returned to the council as an independent in 2013. (WBS)
