THE Cebu City Government has shut down a famous eatery in Barangay Tisa, Cebu City after its owner failed to secure a business permit.

Padlocked Thursday, May 23, by the Prevention Restoration Order Beautification and Enhancement (Probe) team was Kuya Jeff's Siomayan.

But incumbent Tisa barangay captain and Cebu City councilor-elect Phillip Zafra said that instead of closing the business, the City should have assisted small-time business owners in securing permits.

“The City should help these small businesses,” he said.

Tisa has been known to have the best siomai in the city.

The City’s Business Permit and Licensing Office (BPLO), for its part said the closure was not done in haste, saying they went through a year of “rigorous” process before coming up with a decision.

The BPLO also clarified that the nine square-meter portion of the eatery was not closed, as the owner was able to show a lease contract for the area.

The owner of the land where a huge part of the eatery stands opposed to the business permit application, the BPLO added.

“One of the requirements for the issuance of a Final Business Permit is a lease contract or proof of property ownership. While Kuya Jeff's Siomayan was able to present a lease contract, it was only for nine square meters. The oppositors, on the other hand, were able to present a land title over the land which Kuya Jeff's is occupying in excess of the nine square meters,” read the BPLO’s statement.

“To clarify, yesterday's (Thursday, May 23) implementation of the closure order was only for the area that Kuya Jeff's Siomayan is occupying in excess of their legitimately leased area of 9 square meters,” it added.

It also stressed that both the eatery owners and oppositors went through clarificatory hearings before the City Legal Office. (RVC/SunStar Cebu)
