No SOCE yet from local candidates

THE Commission on Elections (Comelec) reminds all candidates, who either won or lost in the May 13 elections, to submit their Statement of Contributions and Expenditures (SOCE) not later than June 13.

City Comelec officer lawyer Ramil Acol said, as of Monday, they still haven't received a single SOCE from any of the candidates.

Under the law, all candidates and electoral parties are required to submit their SOCE within 30 days after the elections.

Candidates need to submit before the Comelec three hard copies of the SOCE and one electronic copy in Excel Format and in portable document format (PDF) file.

The form is available at the Comelec’s website at www.comelec.gov.ph.

Rule 10 of the Comelec resolution states that “failure to submit SOCE in accordance with law and the rules, shall subject the non-compliant candidate or party to payment of administrative fines, depending on whether the failure was its first or subsequent offense.”

Senators, party-list, organizations, and national political parties will face an administrative penalty of P10,000 for late submission of SOCE; provincial governors and vice governors will be fined P8,000; provincial board, congressmen, local political parties, mayors and vice mayors will be fined P7,000; and city and municipal councilors, P6,000.

The Department of Interior and Local Government (DILG) said if candidates fail to file an expense report, they could risk losing their posts.
