AND in what extreme condemnation will one utter, upon noticing public school teachers wasting so much of their precious time and effort doing useless paper works like the RPMS portfolio? Summer vacation this day is no longer called vacation and Result Based Performance Management System (RPMS) will forever mean Repetitive, Pervert, Messy and Stressful. Bombarding public school teachers with paper work like this will surely uplift our poor public-school system says all brainless educators.

Decision makers in Deped focuses much on rating the performance of teachers in an overpopulated classroom rather than solving the problems itself - overpopulation and lack of quality learning materials. Where were the billions allocated for education gone? Was it gone with the wind or ran away with the wrong hands? And shall I include that outcry about Brigada Eskwela instead of ensuing the spirit of volunteerism, has now metamorphosed into - the obverse milking cow of public schools. Not enough of course because next in line are computer fees, organizational fees, miscellaneous fees, classroom contribution fees and all other fees hiding under the protective mantle of the PTA sanctioned rule.

If one has to spell out what parents reflect of, in every enrollment, here are their words: “Bawasan yu ti kina bocatot yu, maasi kayu ti parents”. Let those words roll out starting at City High – the largest public school in the Mountainous city. I wonder how the principal and superintendent including the director sleep well in their comfortable beds at night a midst the cry and agony of these poor parents?

And speaking of the Mountainous city, when Mayor Morris nailed the congressional seat after his nine-year bid as mayor, he mastered the “division of labor” strategy in the barangay level. If you’re wondering what this means, it refers to the assigning of specific campaign jobs to a particular person or group. One group handles the manufacture of leaflets while another for the distribution. Other campaigners focus on streamers and sounds. The strategy does not work only in these basic campaign tasks but it embraces advance campaign like identifying sure voters and their precincts including the possibility of taking their votes “by hook or by crook”. All barangays must have coordinators and “bag man” but specifically, preference rests on barangay captains.

Mayor Morris had used this strategy in his more than a decade political career, switching from mayor to congressman vice versa. But what the electorate wonder is when will Morris say “enough I’m tired and too old in the public service, I have done more than good enough, it’s time to retire while record shows I have no defeat”. Well these words have never been said. So, when Tsing Tsong Tsai – the businessman from the “land of the setting sun” learned of Morris strategy, all he needs to do in order to win is to double whatever budget, Morris has allocated.

While in the Mountainous province, Max Rise came to realize that Ankle Pikli is not supporting his bid in the congressional seat but instead he supports Mayor Lino in the East. Worried of Ankle Pikli’s millions, Max Rise called on all his supporters and relatives to combine their money against Mayor Lino knowing also that the latter will be supported by the powerful religious icon - “Ang dating Iglesia”.
